For the course I was enrolled in this text was what I needed.For anyone just studying finance I disliked the text because it was difficult to search for words or meanings and at times I found myself reading four and five pages to locate one sentence. There is an index and vocabulary is listed in the back but the challenge was many of the terms I was searching for were not listed.
I was required to pick up this text for a college course and it did the job. I don't know if I would recommend it for anyone really wanting to learn about public finance.

I recently purchased this book for a Public Finance class and I must say this book has a poor layout with reference graphs and tables on different pages (sometimes 5+/-). Also, the author has a tendency to make simple concepts difficult to understand by cluttering definitions with too much information!
The author makes the concepts and theories challenging to follow. Furthermore, the author explanation of basic concepts is too convoluted. Moreover the graphs and formulas are not concise. In fact, doing my assignments I am relying on other texts and the internet.
I was very satisfied with the book. It was new as promised. It arrived towards the tail end of the committed delivery date, so it was technically not late, but I am used to quicker service from other providers.
Public Finance 9th edition by Hyman did not come with access card as stated nor was it in the advertised condition. Excessive marking, highlighting and writing throughout the book. Not in good condition. Sent back the day it was received.
Do not waste your time on this book! This book is poorly written. Mr. Hyman likes to hear himself talk and the presentation of material is redundant and poorly worded. Simple concepts are made more difficult than they need to be by long winded ramblings. Explanations are too wordy, contain too much unnecessary information, etc. The vast majority of the graphs have their descriptions on seperate pages that require the reader to flip between pages to compare the graphs to text. Many of the end of question practical problems are not even covered in the book. Some of the terms used in the problems are not even in the book. Economics can be a challenge at times anyway. This book just makes the journey more unpleasant than required.
Chapters 1-4 really provide a ground level understanding of the economic theory behind Public Policy (in an idea world). Although it has become obsolete itself with the latest recession and thorough real life repudiation of supply-side economics. The material can be challenging. The appendices from several chapters offer the reader the opportunity for advanced study.
Basically this is not a casual read about political economics. It's theory, with lot's of data/charts/graphs/equations and backed up with real-world examples. Some of which are relevant still, but the drastic changes to our public policy in the last two or three years require additional study.
This was a very expensive book for class. It is very informative, but the cost is too much. Anyone can buy a basic finance and accounting book to understand the principles in this book.
